Mobile phones - what's the latest??

Can anyone tell me what the official/unofficial line on use of mobile phones on aircraft these days? Whereas the rule seemed to be a blanket "no" to use of phones at any time on board, it now seems to be ok for pax to use them whilst on the ground. I've not heard anything to say this is officially ok, but unofficially (certainly with my own airline and the charter airline I flew with this week) it seems many pax are phoning/texting when taxiing to stand and the crew don't seem to have a problem with this. Any ideas anyone??
