Cathay Pacific Cadet Pilot Program

Regarding the Cathay Pacific Cadet Pilot Program, it states "it is open only to people with the right of abode in Hong Kong".
Is it therefore possible to apply without citizienship and try for citizienship once you are through the scheme???
It would seem a big risk to live in Hong Kong just to apply and if you fail...
