ICAO language proficiency -- Russian?

Dear Ladies and Gentlemen, maybe my question sounds stupid (hey, who cares about any LPCs other than English?). But as I'm a Russian speaker already, why not getting it endorsed?

Googling the web didn't give me any addresses, though. Does anyone know where can I get tested for ICAO Russian level?
