Questions about english proficiency

I know very little about this important subject, but have a lot of questions :
- Suppose I am a native English speaker doing all my training in English, in England :
Does my CPL licence with IR-ME rating come with an ELP lvl 6 ?
- Same question but with my training in English, abroad
- Suppose I am a native French speaker doing all my training in English, in England
Does my CPL licence with IR-ME rating come with an ELP, if yes, which one ? If not, I understand I will have to take and pass an ELP test before my CPL exam
- Same question, but training is done in Sweden.

I am in the last case, I am currently halfway through ATPL th (in English) and will most probably attend a Swedish school, in English.
Will the Swedish CAA give me an ELP ? If not, do I have to take and pass it in Sweden ?

To me, a lvl 6 is very important for two stupid reasons and a real one : pride, not having to worry about the test (planning it, paying it) again, employment

You have to take it separately. My school wants their students to get it done even before the PPL skills test. Whether your first language is English or not, and whether you do your training in the UK or not, you have to do it. And speaking English as a first language does not mean you will get a Level 6 right off the bat. I know a Brit who's got Level 4 because of phraseology, whereas me, from Southern Europe, got level 6.

Also keep in mind that because you will do your training in Sweden, it does not mean your licence will be issued by the Swedish authority. If you have your medical records held by the French authorities, then the French authorities will issue you a French EASA licence. You won't deal with the Swedish CAA at all.

Language proficiency is an endorsement of the licence (LPE = Language Proficiency Endorsement). Consequently, LPE cannot possibly be a pre-requisite for entry to a PPL course as there is no licence to be endorsed. What is more, language proficiency needs to be demonstrated only if one is "required to use the radio telephone" so it is not a pre-requisite for the issue of a PPL or an LAPL unless one also requires an RTFOL. The fact that this concept is beyond the understanding of most current CAA employees is significant!

I thought that in order to have a licence from a particular CAA, a guy from this particular CAA had to come and do the test flight. Is it not true ?
If it was it would make things much more complicated.. However, my medical will expire halfway through my CPL MEIR training, so I might just renew it in Sweden..

So I basically have to undertake an ELP examination anyway ?
Shouldn't I just do all that in Sweden ? I hear it is almost impossible to get a lvl 6 here in France..

You can renew your French medical in any EASA country, but if you want your licence to be issued by the Swedish authority then you have to apply for a State Of Licence Issue.

I can't tell you if you have to do the ELP in France or if you can do it somewhere else. You need to call the authorities and ask them.

When I got my PPL, it came with a French language proficiency lvl 6, for VFR operations.

So I don't see why a native speaker would not get the lvl 6 as well in English.

Does the difference come from PPL/CPL ?
Or does an English speaker in England have to take a regular ELP for PPL/VFR operations as well ?

It's ICAO, not IELTS and you entirely missed the point of what I meant.

So literally it's interesting for European to come in UK to do flight training to obtain LVL6?

No one has confirmed that already. It seems like passing your practical tests in english will only give you a lvl 4.
