about instrument cockpit check tolerance

We have to check our instrument befor flight.
And tolerances are :
CDI : +- 4 dergees
Altimeter : +- 75ft
DME : less than 1/2 mile or 3% of known DME
and so on...

My question is... why?
Why 75 ft, Why 4 degrees, why 1/2 or 3%??

I cannot find the reason.. Please answer or tell me the wep pages..T.T
