JAR Approved FTO?

I saw on the Ryanair website for entry onto their type rating courses one of the specifications is whether you did integrated or modular they want you to have gone to a JAR approved FTO, is this normal in the industry or specific to ryainair?
Is this the list of schools they are referring to? http://www.caa.co.uk/docs/33/srg_lts..._Doc31v102.pdf

I was surprised as I would have thought there are many good pilots who would have just been learning from the school closest to them, in fact my friends brother who is now a captain for ryanair said he did his training at a small school in florida, so is this a new specification?
