Ways of doing a CPL/ME

Hi everyone, could you tell me if would this program work?

25 H instruction CPL ME

(Basic IR required for CPL)
5 H FNPTII
5 H SEP IFR

(VFR CPL)
9 H SEP VFR
6 H MEP VFR

+ Skill Test in MEP

1 Does this program gives me a JAA CPL and a MEP class rating ?
