Beyond the scope of your first question, possibly answering to your second, the following.

JAA-approved FTO's doing integrated and/or modular flight training outside Europe can be found in a publication from the British CAA (www.caa.co.uk) see publications etc, quite a search therefore see direct link below

The document lists all FTO's approved under British version of JAA, including based outside the UK, several located in Florida, one in California, one in Australia, one outside UK in Europe (Jerez, Spain), all with websites to explore further.

Get yourself a copy of the "Flyer" aviation magazine and you will have another number of leads.

Note that outside Europe no full ATPL training can be done, because the IR-exam (and therefore obviously most of the training) must be done in European airspace. Everything else can be done outside Europe.

Another option is to take FAA flight training towards an FAA Commercial certificate (= license) with ME-IR and then convert it to a JAA CPL-MEIR, doing so converting to a British-issued CPL allows you serious crediting for the hours flown under FAA. For further information about conversion rules search the CAA-website and find the LASORS regulations, tough reading but has all the details. No other JAA-country provides similar conversion credits from non-JAA ICAO.

Get multiple first-hand recent references before committing serious amounts of money to any school. Visit the school(s) and ask students first-hand.
