IREX Question? Flying below the Freezing Level?

Anyone know the correct procedure for flying below a known freezing level and maintaining the correct IFR cruising level to fly? the book I'm using does not say anything about freezing levels. :(

IE: FZL 9300ft
LSALT 4600ft

In this example would 9000ft be ok to fly if heading east or is there a buffer that I am not aware of? I've had some conflicting results in practice exams, infact any info regards FZL and IREX would be a help

Cheers :ok:

You're not allowed to fly into *known* icing conditions, and at 300ft below - you won't be in known icing conditions ;)
