Where to find JAR-OPS 1 Section 2

Anyone know where to find a copy of JAR-OPS 1 Section 2? The JAA, in all their wisdom, don't make Section 2 available for download, only for purchase. Why would a regulating authority withhold information, if only advisory and explanatory, for payment? I can't get my head around that one.
