Personal instructor or flight school mandatory in Canada?

PPL, moved back to the US but thinking of moving to Canada to do the multi IFR and CPL because of the lower dollar.

I have a question for Canadian professional pilots who know the regulations well. If all the ground exams are completed and passed, can a pilot receive and log dual flight training from a personal/private certified flight instructor in Canada to meet the requirements for issue of a Canadian IFR Rating and/or CPL OR is it mandatory to receive dual flight training ONLY from a flight school?

Has anyone here obtained their licenses and ratings via training from a personal instructor? Are there any drawbacks to this approach?

A flight training unit is not required because regulation 406.03 allows a person to operate a flight training service in Canada using an aeroplane obtained by a person at arm's length from the flight instructor on the condition that the training is not towards a recreational pilot permit or private pilot licence (unless the trainee owns the aeroplane). The experience and qualification requirements of a flight instructor are prescribed in 425.21 of the standards. Giving flight training towards the issuance of a CPL requires the instructor to hold a flight instructor rating. For the IR the instructor must either hold a flight instructor rating or have the prescribed experience, although 421.26 of the standards requires 5 hours of dual instrument flight time to be acquired from the holder of a flight instructor rating. For finer detail see subpart 405 in the regulations and corresponding standard 425.
