Proper Hour building and IFR with residency visa

Hello Guys, I am looking for a proper place where i can do my hour building and IFR however I am non Eu person so dealing with schengen visa annoys me all the time, I know that flight schools in Slovenia are providing 1 year residency to their non Eu students, Do you guys know any other school in any other Easa country that provides residency visa? Thanks
