Hour-building cost
 
Is it reasonable to budget around 15k accordingly for the ATPL's, and hour building? (100 hrs)

A friend of mine has been paying $60 an hour for a Cessna 150 in Texas so sounds perfectly reasonable.

That should be enough, I did my ATPL distance learning (including all exam fees to the CAA and bed and breakfast for the brush ups) for £2355. I also managed 80 hours flying in a C152 in the UK for £6320 (inclusive landing fees etc).

You should have change enough out of 15k to get your night qualification while you are at it.

Reasonable. In Latvia the time building - 80Eur/h wet and if an instructor/safety pilot needed then +10Eur. One school from there offer a complete ATPL flight training (w. IFR,MEP, IFR-MEP, CPL, nVFR, 150h time building) for 19000Eur - so your budget looks real.
