Canadian ATPL to ICAO
 
Any info on how a Canadian ATPL holder could obtain an ICAO licence?

ICAO don't issue licenses, so there's no such thing.

There are "ICAO compliant licenses", but no "ICAO licenses". Canada is a signatoray to the Chicago Convention and an ICAO member state. Therefore what you have is a Canadian ICAO-compliant ATPL.

If you with to convert your license to that of another state, it is the rules of that state to which you must refer.

Yep, a Canadian ATPL is an ICAO licence !

Actually it isn't, since there is no such thing as an ICAO licence. It is a licence issued by an ICAO contracting state.
