ICAO / JAR / CAA help?
 
OK, so there are the ICAO Annexes, JAR OPS for commercial operations and then AIP for UK updates to the Annexes. Where does the ANO fit into all this? As the AIP seems to have some of the same rules as the ANO, but in a different order and phrasing?

I don't know the UK legal system but I would guess that the ANO (Air Navigation Order, not to mistake for Abu Nidal Organization) is the actual law. The AIP describes the meaning of the law and could be worded differently, sometimes to make it easier to understand.

You should find that the UK ANO is the interpretation of the act of parliament which was passed for General and Commercial Aviation in this country. As said above, it's the law.
