So in EASA Part-FCL Appendix 3 is stated:

ATP integrated course Aeroplanes
5. Applicants failing or being unable to complete the entire ATP(A) course may apply to the competent authority for the theoretical knowledge examination and skill test for a licence with lower privileges and an IR if the applicable requirements are met.

Not counting on extensions given by various EASA authorities due to CoVid: what if somebody couldn't finish flight training and /or ATP exams within 36 months?

The integrated course is forfeited? Flight hours are in your logbook so they are yours, but not valid towards the agreed syllabus? Start modular and climb the ladder of licences PPL, CPL, etc, taking theory for PPL then ATPL (again, with new modular theory course)?
If the authority doesn't answer or point you back to the ATO, what are the recourse?

Never discussed before, but surely an issue for some? any experience to share?

It is quite simply, you would need to retake all ATPL subjects again
Flight hours count (never expire), but the school may ask you to take refresher hours if a significant time has lapsed...
