Do you have to have the CPL issued prior to starting the IR course in order to apply the 45hr concession (or the old 50hr concession)? Lasors 2010 doesn't seem to have this detail and my previous understanding was that the CPL training and test just needed to be completed though a current instructor recently informed me the CPL actually needs to be issued.

nope it doesn't need issued you can get the cpl/ir and mep all issued at the same time which saves you a heap of dosh. You just need a valid pss cert in your hand before progressing

You not only have to have passed the test, you also need to have 'met all the requirements for CPL issue', although you do not actually need to have had it issued.

Therefore you need the 100 hours P1, 5 night hours, 300nm cross country etc.

Thanks - it will be the need for 200hrs that the instructor was concerned about then. However - I don't see the problem as the 200hrs will obviously be achieved at some stage during the IR, even if it's a 45hr course?

Unfortunately not - as Linda Mollison wrote, you have to be in a position to have your CPL issued before you can get the concession. This has to be the case before you start the IR training.

It is vital that you get this right - the FCL department are zealots where this is concerned. You could find yourself having done the IR course minus the concession, passed your IR checkride and have to make up the last 5 hours (ME?) and perform another checkride (ME?).

I urge you to go through your hours with a toothcomb and make sure you have the prerequisite hours.

Appendix 1 to JAR-FCL 1.205 states that "The holder of a CPL(A) issued in accordance with ICAO may have the total amount of training.....reduced by 5 hours". The UK CAA has exercised its discretion to allow this to apply to anyone who meets all of the requirements for CPL(A) issue. When the EU Regulation comes into force next April, the CAA will no longer be able to exercise this discretion and the alleviation (increased to 10 hours) will apply only to those who hold a CPL(A) or a Course Completion Certificate for the Basic Instrument Flight Module. It is also of note that the text "issued in accordance with ICAO" does not appear in Appendix 6 to Part-FCL, meaning that the concession will be available only to the holder of an EASA CPL(A)

Ouch - having been on the wrong end of an hours dispute and FCL intransigence - ie. the compromise mentioned by BillieBob not applying, I would apply for and get issued the CPL before embarking on the IR training. This way I would know without doubt that I have the concession in the bag.

So you lose the joint application discount? Big deal - c.£150 as opposed to a possible £5000...
