5 hour IFR bonus

I am currently in a process of getting my CPL licence and IFR rating. Do you have to hold a CPL licence before the start of IFR training program, if you want to get 5 hour bonus from your 25 hours flight time or is it OK if you get the CPL licence during IFR training?

You cannot run the two concurrently - in order to get the 5 hour credit you must have at least passed the CPL test. I'm not sure if that means issued, however.

Why not do the full IR and then get the 10 hour credit for the CPL?

Caveat - this assumes the old JAR regime - not sure if the EASA botch applies the same rules.
