If you are over the high seas outside controlled airspace I don't think anyone is going to be concerned if you are using your UK IMC rating.
That is really interesting, for all sorts of reasons...

Presumably it means you can do aerial work 12nm offshore but still within UK FIR in an N-reg without needing DfT permission?
