Adding Ratings to a FAA Part 61.75
 
Hello All,

I am heading out to Florida in about 2 weeks time to obtain my Part 61.75 licence, I have the required documents etc and everything is booked and ready to go.

Later this year, I will be adding the MEP Rating to my UK EASA Licence. How do I go about getting this added to my FAA 61.75?

I would like to time build some twin time in the states later next year.

The moment you add a rating to your underlying licence it invalidates the 61.75 and you have to go through the issue process again to include the new ratings.

A 61.75 is a house of cards that collapses easily under change.

Really?

Mine just says "UK licence X, and all ratings and conditions ", or words roughly to that effect. Nothing about new ratings invalidating it, or not applying that I recall.

You recall wrong. It's all recorded as part of the application process.

What 14 CFR 61.75 actually says is:


(c) Aircraft ratings issued. Aircraft ratings listed on a person's foreign pilot license, in addition to any issued after testing under the provisions of this part, may be placed on that person's U.S. pilot certificate for private pilot privileges only.
My bold.

You may or may not be correct about the 61.75 certificate being a "house of cards", that's your opinion, but please do try and get your facts straight because people might believe you.

Nope, if you add a rating to the underlying licence you go through the validation process again to add it to the 61.75. It's the "may be placed on the certificate" bit as you point out that applies. The 61.75 shows the ratings you are entitled to exercise.

XII on the back shows you what privileges you may excercise. There is no automatic addition.

To add the ratings the UK CAA have to release your details again and the FAA have to reissue the certificate.

In the days when I had a 61.75 it was exactly what I had to do in order to add MEP. I converterd to a full CPL/IR as a result of the faff.

You can't use the EASA Rating equivalence without an additional application, which is fair enough, but adding a Rating to your EASA licence doesn't invalidate the existing privileges of the accompanying 61.75 certificate.

Yeah, I worded that incorrectly as I was answering the original query. You can't excercise any new privileges on the underlying licence with reference to the 61.75. I.e the MEP in an N reg unless the ME is shown on the 61.75. The original validation of the underlying licence is invalid and so to add the rating the process must be done again.

Bose has it right in his last post if you want to use your EASA rating to get the MEP put on your FAA 61.75 but there is the alternative route of obtaining a FAA multi rating and adding that to your 61.75 (US TEST PASSED method) if you want to fly MEP in the USA. You will probably have to fly dual anyway as it is unlikely anyone will just rent you an MEP. More likely is the expectation that you will fly exercising the duties of PIC with an instructor present . That has to be logged as dual by EASA standards, but is a fudge by the FAA to allow PIC time without being solo. Getting P1 hours that count for EASA will entail being solo and you may find it a struggle to rent aircraft in that situation

Added Ratings. If a person requests that a rating be added to his/her U.S. pilot certificate on the basis of meeting the appropriate pilot certification requirements of part 61 (i.e., the practical test and the knowledge test, if applicable), those requirements must be accomplished before the issuance of that additional rating. However, if the person requests the added rating on the basis of that rating having been added to his/her foreign pilot license, no knowledge test or practical test is required. The authenticity of the foreign license must be verified before adding the appropriate rating.

Thanks every one for the comments and advice.

In short.

My current 61.75 verification has EASA PPL, SEP, NIGHT & Complex signoff.

I will be doing my MEP rating in a month or so, to add this I will go through the verification process again.

Question is now. Once a new verification process taken part, do this just send me a new FAA Card licence with MEP on or have I got to go and see an examiner AGAIN and have a new temp licence issued?

You have to see an examiner again and have the new temporary certificate issued and the plastic one will arrive in the post on around a month.

Either examiner ( which will cost you) , or go to the local FSDO when you arrive, having booked an appointment in advance.
