Mode S postponed for IFR

De invoering van de mode S transponder voor wat betreft Eurocontrol wordt uitgesteld. Bij navraag bij IVW-DL, bleek dit inderdaad te kloppen. De invoering voor IFR wordt opgeschoven van31-03-2005 naar 31-03-2007. Voor VFR blijft de datum 31-03-2008 onverminderd van kracht. Op zich is dit natuurlijk goed nieuws. We kunnen allen de investering twee jaar opschuiven. Echter, er is één klein probleem, en dat is dat de betrokken luchtvaart overheidsinstanties (Duitsland, Frankrijk, Zwitserland en de Benelux) dit gezamelijk bekend willen maken, en dat wordt dus verwacht in Januari! Deze datum is voor velen veel te laat. Bestellingen zijn geplaatst, aanbetalingen gedaan, etc. Er wordt verder ook geen ruchtbaarheid aan gegeven. (Met dank aan Maarten Mocking van Air Service Limburg voor het recherchewerk.) Why is the UK not amongst the states delaying mandatory introduction? Is it because the UK is the only state where all the necessary ground installations have been upgraded to support Mode S -- therefore the benefits to the GA fleet and ground radar staff can already be realised? |

OK Slim_Slag I will bite. Rustle WHAT benefits do the vast majority of GA pilots get from Mode S? Who has done the cost/benefit analysis and what was the conclusion? How many radar units will filter out MOST returns etc? Please come into the real world.

As always the Brits follow these things to the letter of the law, the French are at lunch so might do it later, the Swiss will do whatever they want, the Spanish are having a siesta, the Italians are drinking coffee and watching girls, the Germans will do it when it suits them and most other people haven't got round to reading the original letter about it yet.
Sweeping generalisations, I know, but it does seem to me that whatever edict is passed down from eurothis and jointaviationthat the UK dutifully carries it out whilst the rest of the world hums quietly to itself and pretends it never happened. Anybody would think that this country was run by a group of spineless nonentities. |
I had trouble understanding the UK AIC 105/2004, at least so far as it applied to me. I phoned the CAA as follows:
I said: 1. I fly a C172 IFR and VRF (aircraft less than 5,700kg and max cruise less than 250kt); 2. I sometimes fly in the LTMA but for less than 30 hrs per year (I do fly in "major TMA and en-route airspace"); 3. I fly in other class A and class D UK airspace fairly frequently; 4. I fly in Europe from time to time, in all classes of airspace. I asked: 'Do I need to fit Mode S before 31st March 2005?' The answer was "No, and you will not need it before March 2007, at the earliest." I asked: 'Do I need to apply for exemption?' The answer was "No." However, I was advised informally, that if I needed to replace my transponder for reasons other than Mode S, then I would be wise to replace it with a Mode S type. AA. |

The number I called was the one quoted in AIC 105/2004: 020 7453 6530. The chap who called back was Andy Knill. He was very sensitive to GA's position. While I did ask him if I could summarise what he'd said on a bulletin board, I did not ask if i could attribute the information directly to him. Hence I'm replying via a PM, rather tha a posting.
