You couldn’t make this up !

I was relocated by my company to Spain shortly after the Brexit debacle ( sadly no time to SOLI) so I’m now going through the agony of trying to convert a UK EASA license into a AESA license believe me it’s a nightmare ! The latest is the classic catch 22 provided UK CAA.
So applied to get my license address updated......seems sensible seeing as I’m no longer in UK, plus i also need the license for the conversion. Of course I have a valid Class 2 which is now issued by AESA, since the state that issues the license also has to hold the medical records....but wait up.....CAA is refusing to issue a license address change without a valid UK medical ....Doh ! Don’t tell me I’m going to have to go back to UK to do a medical exam I don’t need and cannot use, just so that the address on my license can be changed !!
why didn’t UK just stay in EASA ?

So far as I can tell because politicians both sides of the channel seem to have been completely incapable of being constructive, despite the entire industry (including most of the the large proportions who voted for Brexit) and the CAA wanting the UK to want to stay in EASA.


I'm rather hoping we'll see an eventual convergence with FAA regs, but right now, one can't deny that it's a mess. (And I managed to SOLI okay, but still think it's a mess).

There is confusion here on your part. From what you have told us you do not have a EASA licence, you have a ICAO compliant UK PPL. It doesn't matter, since January 1st 2021 that the licence still has the words EASA on the front cover, this must now be ignored. So, for your UK ICAO PPL to be valid then you must also hold a UK ICAO standard Class 2 medical issued by a UK CAA approved AME. No other medical will do including your Spanish issued EASA Class 2. In short, you need therefore to obtain a UK Class 2 medical to support your UK licence. The Spanish EASA Class 2 medical you now have will support your EASA licence when you eventually gain one. This is how it works throughout the world.

Your change of address is a different matter. There is no need to have a current medical nor a class rating to update you licence contact address. To change your address simply complete the appropriate UK CAA change of address form.

Flying Frog, thanks for your reply , my understanding is exactly the same as yours. I realise that I now have a ICAO compliant UK PPL ( formerly EASA issued in UK) and that I cannot exercise the privileges of that license without a Valid UK Class 2 medical. However I’m not trying to do that, I’m converting to EASA and part of that process will involve submitting my current license. As part of that process I thought it was best to update the address on the license , they may not care about that of course but I suspect they will because one thing the regulatory bodies are very good at is meaningless beaurocracy . I wrote to CAA and submitted SRG 2156 which is the address change form to which you refer and they refused to change the address on the basis that I don’t currently have a valid class 2 issued in UK. I don’t see how that’s relevant to the address change. I’m only updating the license so that when I submit it as part of the EU license conversion it’s correct. Even if they change the address i can’t use the license to fly in UK or indeed anywhere else until I get a class 2 medical from UK.

I agree with you, the medical is not part of the licence. In fact if you submit a self medical declaration and restrict your flying then a medical is not required. The logic would be that such pilots cannot change their address. They are simply wrong. Was it an auto reply to your application or was it from from an individual?

No it wasn't an auto reply actually a person! I subsequently called them up to challenge the decision only to be told I had to submit my query in writing, so guess another 30 days will elapse before iI get response, but I was curious in case anyone else had experienced this.

You can never speak to anyone at the CAA nowadays, primarily because only a few know what they're doing (but your not meant to know that). Hopefully, having had time to contemplate their navel, the obvious will rise to the fore. Some years ago they had a department called the 'The bloody obvious and common sense department' staffed by people who knew their stuff and were willing to make decisions. Hopefully having had numerous meetings and having built up the courage to respond, you will get the decision that you want.
