The AIP is not a legal instrument, the clue is in the name: Aeronautical Information Package. The AIP will take its 'information' from legal instruments such as EU regulations and UK national legislation, which includes the Official Record Series.

in point SERA.5001, Table S5-1, the footnote (***) to the table, point (b) is replaced by the following:
‘(b)
helicopters may be permitted to operate in less than 1 500 m but not less than 800 m flight visibility, if manoeuvred at a speed that will give adequate opportunity to observe other traffic or any obstacles in time to avoid collision.’;
Above applies if approved by relevant authority - i.e. CAA in the UK. CAA has not approved it, but in other EASA states it may be.

What legal action would succeed against someone acting in accordance with information in the current, on-line AIP for the relevant State?
