You have me sold on the idea! Thanks.
Quoting this from the airfields website...
3.Passenger Load Supplement; €15.60
Can somebody clarify the meaning of this? Is it price per passenger?
Thanks

Yes, as previous posters have said, it's a great place to fly and is worth a visit. I don't recall any funny charges for passengers when we flew in last Autumn. The landing fees seemed to be similar to other airports in Ireland. We stayed at the An Chuirt hotel a few miles away. Very comfortable, but curiously American in its style. The folks at Donegal wanted an Irish GAR from from us on arrival, which we hastily filled in. I found ours on the Haverfordwest airfield website. Be aware that the airport is a fair way from Donegal town.

I think that the passenger charges are only for commercial traffic.
It's a while since I was there, but the charges were always very reasonable.
Be aware that the only thing within walking distance of the airport is a nice beach.
There is no regular public transport that I'm aware of.
There is nothing really within reasonable taxi fare distance.
Realistically you need a hire care (available at the airport). I found the best deals by calling the airport directly about a hire car, rather than the usual websites.

Went in last year in a flexwing
We were visting my wife's aunt who lives near the Northern end of the runway. They could not have been more helpful, and were keen for more flexwings to use the place. I think the ATC turned out to be a cousin.
