Banner towing and PPL's

I'd like to ask anyone there if PPL's can just tow banners without having any permissions whatsoever?

Not sure of permissions needed these days, I don't think there is anything needed as long as it is not for Aerial work but having done this job in the past I will say DO NOT TRY IT unless you are properly trained.
