Dealing with xenophobia on pprune

There is a very long-running forum on pprune that is intended as a game. Until a couple of years ago the participants were a large and diverse group representing all geographic and political realms seen on this site. Then -- mostly due to the behaviour of one poster -- it devolved into what is now a small group (perhaps 5 regulars now, with one or two casual players per week) from the old days of 30 - 40 regulars and dozens of casual drop-ins).

I know (from PM's and comments directly on the thread) that many previous regulars left because of the "unwritten rules" of the forum changing to suit participation during UK - Europe waking hours, as opposed to the older version being more globally friendly re time zones -- allotting reasonable time for anyone anywhere in the pprune world to participate. But that's not the main reason most people left (and newbies leave after a short time). The very problematic reason is that one or two of the regulars (including the forum's most avid fan -- at an average of 5 posts a day every day since joining -- are not simply insulting or arrogant but clearly, openly bigoted.

So, my question to mods (or whomever): Why are people, or even threads, censured for being off-topic, or repetitive, or insulting to politicians / celebrities -- all of which I understand and agree with -- but pprune seems not to care about ppruners or prospective ppruners who use ethnic slurs or insults?
