It seems that Swissport and Swiss check-in staff are given an incentive to 'fine' you for excess baggage.

When did a charge for excess baggage become a "fine" ?

Don't see a problem with that at all. There seems to be little enforcement of excess baggage charges for those who are travelling with more luggage than they are entitled to in accordance with the terms and conditions which the ticket is purchased. The incentives will ensure that baggage charges are enforced more rigorously.
