International Standards

I was involved in the repair of an A310 recently which was flown into Australia damaged.
The damage was noted by ATC and CASA was consequently informed. They inspected the plane and "recommended" it be fixed before the aircraft was again used.
The plane was under charter to a "multinational" and was not Australian.
The guys actually doing the repairs said that judging by the state of the aircraft it had never had a panel removed for inspection and the damage was actually longstanding.

Is this common amongst carriers?
I'm surprised we don't here about more incidents if this is the case.
