I wouldn't worry too much; Mr. Blair and his government are big on talk and short on action. This proposal will either die or suffer the "Reid Effect".
Labour will fail to understand that banning alcohol on public transport will not stop its use for the simple reason that the Labour government will not provide the resources to enforce the ban. This has been the experience of very good anti-litter and other environmental legislation - no back up (analogous to the Government's lack of back bone).

It would be far more appropriate to ban the sale of alcohol in the bars at the Palace of Westminster.

There is SOME logic (as well as the illogical) in this. Mrs G-CPTN looks forward to her G&T when she reaches the train after a strenuous all-day meeting and facing a three-hour return journey, but there ARE those who usually support football that carry-on their own supplies and steadily (and swiftly) consume it whilst getting ever-more animated and agitated, often getting involved in confrontation with those wishing for a more peaceful transit.
Difficult call IMHO.

ban smoking in pubs
ban drinking in public transport
ban drinking in houses
ban drinking in football games
