Who runs BA's cabin service? Management or Union?

I picked up this little gem as reported in UK Airport news. In my view this beggars all belief!!!

I know Management consulted the union regarding who does what and who works where, but please hot towels? blinds? Is it really necessary to consult on such minor issues.

Thank God I retired from BA Cabin Crew during the better years.
