According to a Dallas police report, flight attendants had asked Mr. Jones to turn off his cell phone and he responded with, "Kiss my ---."

If the flight originated in San Francisco, you could understand the response and maybe the outcome would have been different!

That "different outcome" would also have been strongly discouraged. Although to my knowledge it's not forbidden by law.
