It is worth recording the official CASA reason why they did not make it available as a pdf file right from the start. I don't have the exact text but they said that they wanted to ensure that pilots only had the up-to-date version. Ridiculous!

Geez, then why didn't they do that for everything that needed to be up to date such as Regs, Maps etc...? Clearly shows that it was just a stupid excuse.
