If resurfacing is what they are talking about, getting it right can deliver noticable improvements in surface drainage. Badly worded press release but a far safer runway to land on in the wet.

They need to raise the runways in Melbourne for when there's a decent northerly to help get rid of some of the turbulence. Nice one, Minister. Do they ever read what they put out in Press releases???

Norseman Ad. - Formerly built on the 'basin' of the salt lake adjacent to Norseman townsite, Lake Cowan. Used to be 'unuseable' with heavy rains, and a bit 'oooppss' with light rains. Alannah has it right with the 'all-weather' description...….Now...… I have not seen the improvements, but GE appears to show perhaps a gravel raised base over the salt and tarmac on top...? At least the tyres / brakes will remain dry, and the underwings 'salt free'. Sadly, also the scene of one of WA's worst aircraft crashes involving a BE-58 Baron, last light for the take-off, some ' footy' team members arriving late for the departure, and an 'unauthorised' control lock...… (Nothing to do with the ad surface at the time, which was salt.) Geez, I hope AirServices spends some of our money to re-draw the approach plates and adjust the decision heights, to allow for the higher runway.
