Looking for a provider of a standalone "Principles and Methods of Instruction" course, preferably Adelaide or Melbourne. Anyone ?

PMI course

I suggest you call around a number of flying schools that deliver an Instructor rating Course. They will be delivering the PMI course and would most likely welcome you in for that component. Instructor Courses are commencing at one of Moorabbins Flying Schools every few weeks. Try Royal Vic Aero Club, Moorabbin Flying Services, Tristar, Oxford, or MFT at Moorabbin. Cheers and good luck.

Considering what instructors get paid the course should be free of charge from centrelink

I’m not sure why you’re after a PMI course, but CASA have issued an exemption for some instructors. Part 61 has a requirement for some pilots who were performing instructional activities under CAR 5 to complete a PMI course if they were to continue doing so after 1/9/18. As the result of industry feedback CASA have rethought that requirement, see exemption below. If you go to the site where the actual legislation is located, there is an explanatory document which makes for easier reading.
