Legal requirements for submitting a flight notification
 
Hi! I've been hunting around for the legal requirement for submitting a flight notification for domestic flight and haven't been able to find anything. Can anyone point me in the right direction?

When generating the flight plan with NAIPS app you need to open route description even if you do not need to enter anything then return to the main screen

I was having dramas and this is what the developer of the app told me to do. Since then - no dramas

Thanks for the replies. The flight planning section in the AIP talks about airspace restrictions for flight planning with when certain areas are active as well as procedure requirements for certain ALAs. The CAR 1988, 241 is a bit vague stating that the AIP can specify certain classes of flight to submit flight plans etc. I'm trying to get my head around this. I normally submit a flight notification anywhere I go unless it's local. I know it enhances your chances of getting a prompt clearance into CTR Airspace, but would like to know the black and white legal requirments of when you MUST submit a flight plan. Does a jaunt around the local area with a landing at two local fields in class G within 50nm require a flight plan?

With regard to the iPhone app, that's useful information about the route description. I was having issues with the iPhone submission too. Thanks.

VFR submitting a SARTIME and those flights intending to operate in controlled airspace other than Class E MUST...

As Humbly said, AIP ENR 1.10 Paragraph "start reading and you'll find it" has your requirements.:ok:

No, not as I understand it! (Sorry, I am too old and been doing it too long to to bother quoting regs).

Again, can't quote the regs - but operationally that is not so, although you may get a clearance a few minutes faster if you do. On the rare occasions that I leave or arrive at TL VFR I usually don't submit a plan - just call up TL Clearance Delivery with details and request.

PS: When they stop changing the regs every 5 minutes I may take the time to learn then off pat again!

Let's not confuse the obligation to submit notification with the methodologies for submission.

You must submit details if you're intending to operate in controlled airspace other than Class E. (How else are you going to obtain the requried clearance ....)

There are various ways to submit those details. Submitting by radio is the least preferred method. As FTDK notes, that can lead to delays.

Others have pointed the way to the AIP water. It's up to the horse to decide if it wants to drink...

AIP ENR 1.10-6, paragraph 2.20.
Review the table for your answer.

'FULL FLIGHT DETAILS' refers to the NAIPS 'ICAO' flight notification
'SARTIME' refers to the NAIPS 'SARTIME' flight notification, a cut-down and simplified version of the ICAO flight notification.
'FLIGHT NOTE' refers to leaving a note with a responsible person to follow up your safe arrival. Read family / friend / colleague.

As the table states, FULL FLIGHT DETAILS are required for all IFR flights and VFR into CTA. CTA does not include a Class-D CTR from Class-G. The final row of the table specifies the flights that require NO NOTIFICATION whatsoever.

This could be confirmed by an ATC guy, but if you turn up unannounced at a CTA boundary asking for a clearance, you are simply asking the controller to undertake the least preferred method of flight notification submission. That is, a last minute submission over the radio, where a controller has to make your flight plan on the spot, when you could/should have done it yourself prior to flight. You're entering CTA as per ENR 1.10, but the controller had to make the 'FULL FLIGHT DETAILS' notification on your behalf....

PS, the NAIPS app, owned by OzRunways, in my humble opinion is rubbish.

It costs $10 extra for features that:
A - should be incorporated into OzRunways for your annual subscription costs.
B - are available for free via the Airservices NAIPS website (even in iPad/iPhone)

I've seen many pilots ripping their hair out over the NAIPS app's weird behaviours and inconsistencies. Of course, I'm sure that many pilots use and like it, I'm just not one of them.

Was deliberately not quoting the exact reg so that the OP could do some reading for themselves, however,


2.2 IFR flights require the submission of comprehensive flight notification and the transmission of inflight progress reports at regular intervals. SARWATCH is based primarily on the receipt of these reports by ATS.

2.3 Pilots of VFR flights nominating a SARTIME to ATS, and those intending to operate in controlled airspace (except for VFR flights in Class E airspace) must submit flight details to ATS.

2.4 The order of preference for pilots to submit a comprehensive flight notification is:
a. via pilot access to NAIPS (via the Internet),
b. in writing,
c. by telephone, or
d. by radio to ATS.
Nb. Flight details can be submitted in flight by alerting the controlling station with either "inbound details" or "transit details".
