Flight Training panel

Hi all,

Does anyone know what/who the "flight training panel" is? I saw it on the calender in the last Flightsafety.

I vaguely remember it was set up a couple of years ago, possibly due to a perceived shortage of instructors (i'm probably wrong on that)
