CASA Documents "not" on CD
 
Has anyone else noticed that CASA has dropped the Act, Reg's and some other documents of their "CASA Document Library" - CD Issue.

I noticed that they change the software to replicate the CASA website in appearance and to operate through ones browser, but I didn't notice straight away that a number of documents had been dropped from the CD. Instead the the CD now only provides a hyper-link that take you away from your local CD content and diverts you out to the Attorney General's website.

CASA has long said a reliance on the Internet is not satisfactory for a document library, as an operator cannot control it's availability (eg: 'net drop outs, websites off-line, etc). So many a compliant operator pays over their hard to come by money, to receive the CASA documents on CD because;

Civil Aviation Regulations
Civil Aviation Orders
Civil Aviation Advisory Publications
Civil Aviation Safety Regulations including

Airworthiness Bulletins
CASA’s Procedural Manuals and Forms
Visual Flight Guides (Archerfield, Melbourne, Sydney Basin and Jandakot Airports)" (CASA Website)
But now, for key documents (Act/Reg's/Airspace Legislation/Carriers Liability Act and others), the CD is just a link to the Internet and fails to provide the stand alone means of compliance that it advertises.

They didn't even have the consideration to advertise their intention or advise the implications for operators. For the first FOI with an axe to grind, that realises the CD is his (or her) new tool to do it, CASA has left its subscribers out for dead!

What bugs me the most - they advertise the CD as one thing but apparently just can't be bothered providing what's been paid for!:mad:

FT:

I agree, the whole new CD interface is a dog's dinner. If you go into any MOS you have to navigate your way through numerous PDF files, the naming of which sometimes is not logical.

Wish they would bring back the old interface. If I have to access the "on line version", tell me why I have to fork out some $210 to buy a CD. May as well just get on the internet and access it myself.

If what you are saying is correct - and you have documentary evidence of the discrepancy between the advertised product vs the delivered product, then take the affair up with the relevant consumer authority.

CASA have to learn that they are subject to the normal rules that govern the behaviour of businesses / contracts, including the fact that they are liable for any damage they cause or defect of their delivered product. Thats the price they pay for going down the corporate 'consumer pays' route.
