IAP maneuvering outside the FAF
 

If you conduct a Dme/GPS arrival you are allowed to maneuver after the IAF, but you must be establised on track by the FAF.

If you conduct a VOR DME do you have to track via an IAF?
OR can you track to the FAF, provided you can maintain MSA?

I dont see anything unsafe about doing this, but i can not find any reference in jepps to say you can do it.

Jepp Terminal AU-15 section 1.7.1: "Having arrived over the IAF...". While doesn't actually state that "you must..." I think it is pretty obvious that that is what is required. The intention, I assume, is that the IAF-to-FAF segment positions the aircraft correctly, laterally and speedwise, for the final segment, as well vertically, although that could be achieved independently as you point out.

A DME Arrival is different because the inbound track is not critical, hence the requirement for no manoeuvring only inside the FAF.

My take on this is that a DME/GPS arrival is a series of steps and depending on what quadrant you are in, as long as you remain above the step you can maneuver safely with the required terrain clearance.

A VOR/NDB is a series of tracks which have been designed to steer you safely on a course to remain clear of any terrain, provided you remain on track within the accepted tolerances. Therefore it would make sense that you must track to an IAF such as on the DME arc or for the straight in approach once you are within the 25nm MSA to intercept the track for a safe letdown. As there are no steps in a quadrant with the said approaches but rather a series of steps on a particular track I would assume that this would not be an accepted practice. I'll have a look in my jeps when I get to work tomorrow and see what I can dig up.
