Initial JAA IR tests have to be flown in European Airspace. Renewals are a different story, there is an IRE in NZ who may be able to assist if you are an existing IR holder. If you want a JAA IR go to Europe, the course takes about 6 weeks and consists of 55 hours training, of which up to 40 hrs may be in the sim.

Speaking as GA pilot, not an experienced widebody airliner pilot:

To convert a current and valid ICAO Command IR to JAR IR, you will need JAR IR theory passes (may as well do the ATPL's), 15 hours training (about a third must be in an aircraft in Euro airspace), and an IR flight test (must be in Euro airspace).

Still costs a bucketload though!
