From your last post I am not too sure if this a hypothetical question based on a mythical document OR a true question based on the actual document.

In any case, any report made to the regulator is made in confidence, it is not broadcast nor published/printed by the person initiating the report nor the regulator to others so as to cause injury to the reputation of the person named therein.

So, no .. it is not defamatory, in that sense.

If the boss of this company is indeed making people clean a hangar, look after his kids and be on call 7 days a week which means he cant really get another part time job at woolies to supplement his (sorry was it $200 a week) income, - then this jerk is indeed 'deemed' to be using and abusing his position.

He deserves everything that might come his way - with no sympathy. Idiots like this should be 'Outed' and then kicked out of the industry.
