It’s taken CASA this long to agree that the CASA Office of Airspace Regulation and not the regulated ANSP is responsible for airspace regulation (the clue is in the name "OAR").
Meanwhile, ATSB has become so compromised on matters airspace that ATSB seems now to consider its job merely to be to commentate on the farcical exchanges between CASA and Airservices, rather than highlighting the patent risks that arise from an OAR that, for whatever reasons, is unwilling or unable to understand and perform its function in a timely way.
