Ok...so back on topic.
Fully understand and 100% agree with the need to isolate.
I have access to an aircraft and can travel to the airport, fly and return home without any social interaction whatsoever.
I am a professional pilot and need to keep current for work purposes...specifically finding work! (even though my airline is currently grounded).
Under Stage 3, recreational pilots could fly and AOPA did receive written authorisation from DHHS that confirmed this.
Under Stage 4, Has anyone from AOPA/AFAP or similar contacted or gained approval from DHHS to permit such work-related activity as flying an ILS/GPS approach and landing for recency for professional pilots?
Additionally, the aircraft I access are suffering mechanically and need to be flown (not ground run) to prevent engine damage.
So, not wanting to look for loopholes and not wanting to contribute to a significant health issue in Melbourne, just wanting to clarify this situation if anyone has a definitive answer please?

What do the rules say about essential motor vehicle maintenance? During the last lock downs (in my state at least) we could take our car in for a service even if it was 100 km to the service facility. We could also sail our boats to another port for essential maintenance, but otherwise not.
Perhaps the same argument could be made for aircraft maintenance flights? But of course someone with aviation knowledge would know all about alternative storage programs and could tell your organisation to get busy with the inhibiting oil.

I flew regardless right thru the last stage 3, privately, CASA expect that any M/R that's in force is to be abided by, IE keeping the whole plane airworthy. I fly reg in this stage 3, nothing to do with AOPA they don't own pilots or the planes or the sky! I take no notice of that mob!
The airspace is not closed, I've yet to see an airport closed patrolled by Dictator Dan's germin shepherds . The only stumbling block is Mr Plods stage 4 big stick!

Good luck to those locked up in Jailer Dan's 5K prison! -)

An airport regular at my local called DHHS asking about travelling to airport and flying for recency purposes and they said, yes, it is permitted. (Melb metro) I highly doubt this is the case and I’d love to see it in writing !

For one, Chinese student pilots aren’t exempt from wearing masks when outside. I guess they think it’s on private property and they all live together, but it doesn’t work like that as boarding houses and similar are not classed as the same household.

I was under the impression if they lived in the same property sharing rooms and such masks wouldn't be required? Happy to be corrected

If they were all in the same room, then yes, they can do whatever they want, but that’s not how it works for rooming houses and boarding houses. That why the news crew were pointing it out.

It’s that age group that’s causing is all grief, if what the news tells us is legit.

What we need is for everyone who is infected to pass it on to less than one other person, on average. If one person in that group was infected, how many other people are likely to be infected as a result? You would need a lot of cases passing it on to no-one to bring the average back down - which means stricter or longer lock downs for everyone else, more economic impact for everyone else etc.

Can professional pilots, whilst maintaining distancing, perform required recency training??

Can light aircraft be operated say each 2 weeks to avoid engine damage from inaction??

No irrelevant anti-Dan or anti-Chinese or Anti AOPA comments please, just actual clarification if anybody is aware of such.

Why are you expecting a definitive answer on PPRuNe? Go ask the local authorities, and get it in writing if they say yes. Then you're covered.

Rules should be written!

And.. when you get it in writing, please share here. However, I can assure you of the fact you will not get it in writing. I’ve spent an hour on the phone to Business Victoria to get a vague (and uncertain) answer. I asked for it in writing, to no avail. I asked for clarification, or a document I could reference so that I had something in writing.. was told that the department would give me a call back the following day.. they didn’t. I’ve spoken with other professionals that have had similar experiences.
As for your original question, the answer is probably no. Even if you found a loophole, or were creative with interpreting the lockdown rules.. you’d still have to convince an aviation-ignorant police officer, and I don’t like your chances there.

According to one police person, the directives under the PH Act are badly worded and imprecise. If you take your case to court you may win.

I was about to have a new boat motor fitted to my new boat.

The website for the marine place says they are all closed up until the “end” of this mess.

I rang anyway and they said they have obtained information from Business Victoria to say that they can open their workshop from Monday as they have new boats to deliver to customers that are outside metro Melbourne.

There are so many double standards as their business is clearly not permitted to be open under the guidance on the DHHS website, but yet they are being told by another department that they can.

When do we start naming and shaming?

very disappointing to hear most Victorian operators have ceased flying but 2-3 seem to think its okay to fly VFR and continue operations...

You do know Victoria is under different stages depending on Regional or Metropolitan? Regional flying schools are allowed to be operating under Stage 3 restrictions, whereas Metropolitan Melbourne who are under Stage 4 are the ones who have had to stop operating unless charter/freight ops.
