Formation endorsements are not required when the aircraft are tethered to each other.

Restores one’s faith in the intelligence of the average punter.

I just saw a train carriage, followed by 7 other similar carriages, chasing a diesel engine through the countryside - should we call the federal police? I bet they didn't have a formation endorsement, or even an aviation medical.
