Part 61 - Changes to test forms

As I am currently working as an instructor I am trying to get myself up to speed with part 61 and noticed a few changes to test forms. In particular I noticed that test forms no longer have a page which outlines the competencies that must be achieved to pass the test. To put it simply there is no page outlines the pass/fail criteria unless I have missed something.

Also I have noticed that form 645 - instrument rating test form can no longer be accessed. Has the numbering system changed or is CASA yet to release it. If the later is the case then clearly the new rules have been put in place even if CASA is not ready. Wait, I should rephrase that, the entire industry is not ready for these changes.

Speak for yourself! My paranoia was that it would be postponed again. Some great changes but a few teething problems perhaps. Why is it us Aussies detest change so much?

Same here Aussie Bob, it's been a long time coming and while a few people have been getting all wound up about this many have just been quietly getting on with it. I breathed a big sigh of relief at 5.01 Canberra time on Friday knowing we were actually going to move forward and not have the ridiculous situation of having to tell students...again.... "er, sorry but you're going to have to fork out for an SPL and ASIC after all"

As someone who came here 20 years ago after flying overseas it is good to see Australia finally coming in to line with what the rest of the world were doing back then. But the way some people are carrying on you would think it was the end of the universe. Do people want regulatory reform or not?

Now, if there was to be 1 November 1 roll-out, being a website were I could find the regs/forms/stuff easily and in the obvious place (and was always online) .... then I'd think we're making real progress

Why is it us Aussies detest change so much?

Can't talk for other transport modes, but in aviation it's not change as such. In aviation it's generally the 'collateral damage' arising from:

- non-existent, poor or counter-productive pre-commencement industry education

- unintended consequences that consume resources for no safety or other benefits

- multiple, complex exemptions, rendering an already complicated set of rules even more complicated and meaningless on their face

- more rules that require approvals, permits, certificates, authorisations, endorsements and ratings that depend on CASA "acceptance" or "satisfaction", increasing the scope for zealots on a crusade to implement their view of aviation utopia (for a fee and after a delay, of course)

- inconsistent interpretations by different people

- dozens of offences added to the already-bloated and ever-growing body of criminal law,

... none of which does much to alter behaviour or safety outcomes.

Yeah!! When I'm IFR everyone better get out of my way whether it be on the apron , lining up or whatever!!

Good question Isn't there something in the Regs about the penalty for cheating by looking outside when undergoing an instrument rating test? Penalty: 10 Points. If not there should be.

Anyone had a look at the new test form "Class Rating - Multi Engine Aeroplane"?
Item 42 in particular got my attention.

"Recover from incipient spin"

Really CASA? You would like to see this performed on all multi class tests. Fortunately when I tracked down A5.2 in the MOS it states "This element only applies to single engine aeroplanes".
