ATPL CAR 61 changes
Hi all,
Was wondering what people have heard WRT when the CAR 61 ATPL changes are coming into effect, i.e the requirement for a flight test? I know that the date that CASA is publishing is Dec 4th but I am hearing different things about when you need to have your paperwork in to get an ATPL under the current system.
For the most part I have been told (by CASA) that you only need to meet all of the requirements and have you paper work to CASA by Dec 4th.
Other people have been told (also by CASA) that you need to get your paper work to them a "month or so" before Dec 4th to allow CASA time to process and issue your ATPL by Dec 4th.
I am fairly confident that the former is correct (As this is what I was told when I called CLARC at CASA) but given the sh*t fight that seems to be CASA at the moment I am hesitant to hang my hat on it. Does anyone have any other gouge WRT this?

"A month or so" before is too vague a cut-off.
Even CASA would not dare being that capricious.
Just be sure to get the paperwork in before the 4th and get a receipt to prove that they have it.

I dare say CASA will be receiving a lot of ATPL applications between now and December 4. Normal processing time I think is about 2 weeks if everything's in order. I'd get it in now if you already meet the requirements.

Chatting to a couple of nice fellows from CASA about this yesterday and they both came up with the same answer.
CASA needs to have processed your ATPL application by December 4th. In other words, issued your ATPL.
IF not then you will gain your ATPL under the new reg's (flight test) even though you have the hours, the theory tests done and the application in

I'm hoping to have my paper work in by the end of October to cut out any room for interpretation.
Interesting that casa portal is now not updating licence details but you can still track the service request.

CASR Part 61 Licensing
CASA are running some excellent seminars on this, I attended one recently and was impressed by both the quality of delivery and the knowledgeable replies to questions from the floor.
There are two seminars available, a general one on part 61, EFB's, safety and online education products, also a specific part 61 seminar.
Go to: casa.gov.au, education, aviationworx , and have a look around.
The general seminar includes part 61 and is being presented in regional areas, the part 61 seminars are mainly capital city oriented.
Surprisingly there are some good things coming, but for ATPL, its going to become more difficult, such as a flight test in a multi engine turbine aircraft (or approved equivalent sim).
December 4th is D day if you have the subjects AND the hours and have a flight review or CIR renewal before D day.
There are some heartening improvements, such as instructing outside an AOC, and good news for the recreational pilots licence (up to 1500 kgs and driver medical).
Get to a seminar near you if possible, its mostly good news, and its in your interest to be informed.
Even though the safety advisors are primarily ex RAAF, they seem to be more civilianised than their mainstream CASA ex RAAF types.

Those of you who notice these things will have noted a whole swag of changes to Part 145 MOS --- mostly to change what is actually there to what is supposed to be there.

I have spoken to the people at CLARC (Who I assume would be the authority on the matter) and they have told me that I only need my paperwork in by Dec 4th. But there seems to be a lot of mixed messages out there which concerns me. I will not be able to get my paperwork in until mid November which is why I am interested to get a definitive answer.

H-dog, it was Tim Penny and Michael White out of Victoria.
They have been out on the road visiting different organisations to talk about the new changes with parts 61, 141 and 142 and answer questions.
Give 'em a call, they are quite happy to answer any technical questions with regards to the new changes.

Did Michael and Penny explain how the industry is going to pay for all these changes?
Did they explain CAsA's cost benefit analysis and how these changes will benefit the industry?
Did they quantify just how much of an improvement in standards and safety they expect to get?
Did they explain how they are going to process foreign licences as Australians desert their own country to train abroard?
Did they explain how CAsA expects to recruit enough qualified staff to conduct all the proving flights, mutitude of "Check" flights that will be required?
Did they explain how the users of aviation services will react when they have to pay for the increases in costs and how many of them will seek alternative modes of transport?
Did they explain what their redundancy packages will be when there is no aviation left to regulate?

thorn bird, as much as I want to slap the collective CASA across the face and tell them to wake up to them selves, no I did not.
I simply wanted to find out when and what the changes were as they are coming like it or not. If you want to get hot and heavy with them then you know where to find them (if you haven't found out already)

It's fair enough to ask those questions, thorn bird, but as well as bitching about changes (and I've done some of that, I will admit), we need to have realistic answers ourselves.
You can throw your hands in the air and say it's all ******, or you can get on board as far as possible and try to help make it work.
