How do you know what apps are doing this?
You don't know - developers are meant to choose a suitable position accuracy for their app and the iPad takes care of what it needs to turn off & on to get the fix.

How stop background apps on an iPhone, iPad or iPod Touch running iOS

If you take an iPhone flying, bring a charger and have it plugged in the whole time. Having an App running all the time with GPS going sucks juice like there is no tomorrow and with the tiny battery (relative to the iPad) it's dry in no time at all.

The iPad is easily good for 5-6 hours with everything on and screen full bright. iPhone not so much.

My e6b is realy good aviation calculator which help you getting read off old cr3's
For flight is another good one which has good facilitation for flight prepration like cheking notams and weather capability
Airport cod is also good to enable you to find any airport by yata or icao code

Phone battery probs?
I've used Mophie cases which have been great.
(Disclosure statement ) I have no financial interests at all in the company, I just searched for solutions when I found the iPhone 4s draining power very quickly since it's updates, as you all said too.
Mine have been obtained overseas here but I'm sure there is a supplier readily available in Australia.
I now have the Juice Pack Pro after I wore out the charge-port to the Juice Pack Plus... but they are built much better now with many days of power (& memory now), to sustain all the cr#p we all have running on our "vital appendage".
