F-16s dispatched for unresponsive pilot of small plane near D.C
 
A Cirrus Pilot apparently fell unconscious while at the control of the single engine plane. The reports states that the aircraft was flying at an altitude of about 13,000 feet and was intercepted by F-16s after ATC lost communication with the pilot. The F-16 pilots ascertained that the pilot was unconscious and the plane eventually crash landed into the Atlantic Ocean.

At the altitude of 13,000 feet, oxygen should be use, right?

Under US rules you can operate an aircraft between 12,500 and 14,000 feet for 30 minutes without supplemental oxygen. Without knowing what happened it's hard to say hypoxia was the problem.
