TSA is altering its rules to make it easier for foreign pilots to take recurrent training in the United States.

If the applicant is unable to speak, read, write English then he/she would not be eligible for a FAA Certificate in the first instance.
Not all foreign applicants are interested in obtaining FAA certificates; they may only be requesting to use the simulator facilities. Could be pilots from Brasil, China or Turkey who fly domestic and don't require Level-4 English... Many pilots of foreign air carriers with foreign licenses contract with simulator operators in the USA.
