Where are the expats to fly them coming from? The expat engineers to design and build and maintain them? (Need expats so that there is somebody to blame when something goes wrong.)

The Koreans in particular will not need a lot of help in these matters. They are pretty resourceful coves and have, I believe, made some decent aircraft in recent years.

I'm guessing Koreans accepted Saudis for their funds reserves , not for any actual development.

I'll suggest that the expats in question will speak Korean. :ok::)
