The full text unfortunately appears to be paywalled for most of us, but nonetheless this release still offers much food for thought.

I was completely unaware of the part which exceptional acoustic sensing capability plays in the subject aircraft’s predatory mission, and now that suddenly the world’s military have their ‘minds concentrated wonderfully’ on a race to develop UAV superiority I surmise that Prof. Liu’s Aerial Intelligent Vehicles department may be attracting quite some popularity.

They covered this on BBC's Winterwatch last week. It seems there is a line of comb like feathers sticking up along the leading edge of the owl's wing. Thet create vortices which flow back across the wing maintaining the laminar flow and the silence.
